I agree with Wilmar that «remain unchanged» means the same as «stay the same».

Yes, they do mean the same — in fact I’d use it, rather. It sounds more in keeping with the business-like language. ‘Stay the same’ is simple English.
Like Drago and Palapaguy, I find nothing clumsy about the beginning of the sentence and ‘effective’ without a preposition sounds awkwardly short-hand-ish to other ears.
