I’m not sure about this but it seems to me that «not good» always has a firm negative connotation, i.e. it is equivalent to «bad», whereas «not bad» doesn’t necessarily have a firm positive connotation; it can lean towards «decent» or even «mediocre».
For example if you found a dish to be mediocre/slightly above mediocre «not bad» would be a fitting description. But if you found it to be mediocre/slightly below mediocre «not good» seems to be too strongly negative to aptly describe it.
So my question is: is my interpretation correct? And if so, why is this the case, since I’d expect these two phrases to be symmetric, as in, direct opposites.

You are correct. «Not good» always means «unacceptable» or, in the case of situations «worrying». In fact «not good» can come close to meaning «disasterous» when referring to situations. For instance
«Captain Smith, sir, we have struck an iceberg and the watertight bulkheads are being overtopped'». «Oh, that’s not good».
On the other hand «not bad» on its own rarely means more than «acceptable» or «mediocre» unless it is spoken with a strongly rising inflection in which case it can mean «surprisingly good» or «much better than I was expecting». For example:
«How was the food in your cheap hotel?»
«Not bad, actually. I’ve had much worse in four star establishments»
Out of interest you should consider «it’s alright» which always means «mediocre». This last one was included in the Beatles song Strawberry Fields where it was contrasted with «it’s all wrong» giving the lines
«it’s all wrong, that is to say I think I disagree»
and
«It’s alright, that is to say I think it’s not too bad».

I would say that in American English, «not bad» can mean anything from «mediocre» to «very good», depending on inflection. In British English, «not bad» usually just means «good» or «very good» (so there’s less of an asymmetry with «not good»).
Interestingly, the American expression «not half bad» is generally more positive than «not bad», since it’s more clearly perceived as deliberate understatement.

It’s not that easy. You need to have context. Maybe the guy was trying to make the girl feel better.

I will just add my two cents to this discussion. I think it’s been covered pretty well but as a female, if someone were to say «You’re not bad-looking», I would think, Excuse me? What’s wrong with the way I look? It’s certainly not a compliment. It’s like saying, «I didn’t get a date with her, but you’ll do. You’re not bad-looking. You’re not beautiful, you’re not ugly, you’re okay. I’ll settle for you».
Now, if I were talking about soup, I’d say «MMMMM, not bad!», meaning, that’s good! The difference is that I’m talking about a thing and not a person. The connotation is different. Still, come to think of it, when I make something for dinner and someone says, Not bad, I think, Is it good? Why don’t you say it’s good?!

What you have remember is that this was done on the phone…a tone of voice changes the meaning of words and sentences quite fast.!!! If said with a slightly shy voice..he thinks that she is nice to look at..if said in a rather sly voice then ..he desreves the phone slammed in his ear and a swift kick in the A** the next time she sees him….

I almost never differ with you, but in this case I stubbornly insist that in this situation, except under the most unusual situation, the guy sounds like he’s doing the lady, whatever her age, a favor by going out with someone who is «not bad looking». The fact that it is a phone conversation doesn’t change that for me.
When other women disagree with you, I think you’re on shaky ground.

You are going by your personal feelings not by what the sentence said… Trust me…I will say it again….I DO NOT AGREE WITH THE WAY HE SAID IT…and yes if any of my friends said that to me my shoe would be so far up…..but I was going by the statements of the teen-agers at the school by my home…not my personal feelings on the subject…

Перевести badass можно по-разному, от «засранца» до «задиры». И первоначально слово было оскорблением и означало очень неприятного и грубого человека. Но к 70-м образ «крутого парня», который идет против системы, стал очень притягательным. С тех пор badass часто используется «с уважением», а то и вовсе может обозначать восхищение. И охарактеризовать как badass можно не только человека, но и любую вещь, которая вам нравится.
По отдельности слова «плохая» и «сучка», конечно, никому не польстят. Но благодаря хип-хопу выражение bad bitch стало почти комплиментарным, потому что так часто характеризуют образ «пробивной» женщины, которая всего добилась сама. На сцене таких женщин немало, и они не обращают внимания на тех, кто их критикует.
История такая же, как и с badass. В 20-х годах прошлого века так часто называли молодых преступников (или афроамериканцев, которые протестовали против расовых предрассудкой). Here’s something that’s good to know: No good means something has no use or value, and has no potential of becoming good. Not good means something is bad or undesirable. The correct way to use them isn’t that clear cut. At times, there’s no difference, and they can be used interchangeably.
No Good
When good is used as a noun, no can quantify or modify it. For example, “No good can come from this evil plan,” or “His suspicious behavior indicated that he was up to no good.” In these sentences, we can’t really use not in place of no because both nos refer to a quantity of zero good. And yes, that is the plural of no. Some writers connect no and good with a hyphen when it’s used as an adjective phrase that’s connected to a noun (e.g. “The no-good dishwasher stopped working again,”).No good is an adjective phrase when good modifies a noun and no indicates the degree to which good applies. No good is the complete absence of good. It means something is of no use or value for anything or to anyone. It can refer to a person, as in, “Jack was always in trouble. He was just no good.” It can describe something as useless or worthless, as in, “The spare tire is no good. It has a hole in it.” It can also describe something that’s gone bad or lost its effectiveness, as in, “This milk is no good. It expired last week.”
Not Good
Not good is used strictly as an adjective. Not acts to disqualify something from being good. It implies that something is either bad or mediocre. It’s used as an adjective to describe the condition or state of something, as in, “Chocolate is not good for dogs.” It can’t be used as a noun.Not good means something has (or once had) the potential to be good, but isn’t. For example, “That dinner was not good,” implies that particular meal tasted bad. Saying “That dinner was no good,” can imply that there wasn’t a single good part of the meal or that it didn’t satisfy the speaker’s hunger.Not good also can imply that a situation hasn’t reached a conclusion. “Mary’s chances of finishing the race after twisting her ankle are not good,” means that there’s very little possibility of Mary finishing her race. There may be some sliver of hope, but not much. If we said “Mary’s chances of finishing the race are no good,” it would mean it’s impossible.
