I think that FumbleFingers asks a very cogent question in his comment beneath the original question:

How can it possibly make sense to ask Why…? about an action which is specifically identified as not having a reason?

The answer, I think, is that the author isn’t saying to the person or entity whom he is addressing, «Please explain why you did this inexplicable thing» (which would, as FumbleFingers observes, be highly illogical), but rather «Please explain why you did this unexplained thing» (which simply asks for information not heretofore provided).

Unfortunately, most of the answers given here (including the one that the OP accepted and the one that received the most votes) suggest modifiers that mean «without any good, fair, or rational reason,» not «without providing a reason.» It seems to me that the suggestion that most accurately expresses the idea of «without providing a reason» is Elian’s unexplainedly.

Unfortunately, as Mari-Lou A says in a comment to that answer, unexplainedly is not an especially widely used word in everyday English, though it has appeared in print since at least 1811, when Laetitia Hawkins used it in The Countess and Gertrude, volume 2:

We could point out many of these insular situations, where every one knows, guesses, or fabricates, what is done in their neighbors’ homes, where nothing can occur unexpectedly and unexplainedly, without, like a comet, carrying an inflammable train.

Overall, a Google Books search of the years from 1914 through 2008 finds more than 450 matches for unexplainedly, including at least one match from every publication year since 1945. For example, from Earl Rovit and Gerry Brenner, «Of Tyros and Tutors» in Harold Bloom, ed., Ernest Hemingway (2005):

He [Nick Adams] also undergoes a puppy-love affair with a “nice” girl, which he is tremulously strong enough to break off. Unexplainedly “on the road,” he comes into contact with sentimental whores, sinister homosexuals, and a vaudeville team of professional assassins.

Nevertheless, though unexplainedly is a useful, precise, and relevant word, many people are not familiar with it. Another option is peremptorily, used in much the same sense that the adjective peremptory is in the phrase «peremptory challenge» (which refers to rejecting a potential juror from a trial jury «without assigning a cause» as Merriam-Webster puts it. But peremptorily is another rather flashy word, and that distracting quality may not suit the OP’s situation (it also has connotations of imperiousness that may be unwelcome).

Ultimately, if you want to know why you were banned from some activity or location, the crucial question isn’t «Why did the message notifying me of my banning not include an explanation?» but «Why was I banned?» If you want to ask both questions, I recommend putting the one about the lack of explanation second, and dispensing with any adverbial synonym for «without giving a reason.» For example:

Why was I banned, and why didn’t you tell me the reason when you imposed the ban?

But keep in mind that the more questions you ask, the less likely you are to get a satisfactory answer to any of them.

What is the difference between having not received and not having received????Don’t they two mean the same? And what should be the correct answer for the question above? To me, <Not receiving a reply, he….> means that <He didn’t not receive a reply, so he wrote again> whereas <Not having received a reply,…> means that < He hadn’t received a reply, so he wrote again> , they just seem acceptable to me.

This one is interesting. A and B mean the same to me. «Not having received a reply…» sounds more comfortable to my ear but I cannot tell you why, and I wouldn’t notice if someone said, «Having not received a reply…» Perhaps someone else knows a rule…?

For what it’s worth, I would also easily hear «Having received no reply…» but that’s not what you asked.

KaleNovice, I think you will get different answers from different native speakers on this question.

I would say A. I know that some people would say B, but it’s not syntax that I would use.

If this was a test question, it’s another of those very poorly conceived ones, in my opinion. I agree with you that there is not a single correct answer here. I’d probably happily use either (A) or (C). What does your teacher say is the «right» answer?

I would say C too, even though I agree A sounds better to my ears, the reason being in a normal sentence one says I have not received rather than I not have.

It might be helpful if we add a little context:

A. Not having received my wages for two months, I resigned. Current, but becoming old-fashioned.
B. Having not received my wages for two months, I resigned. Current.
C. Not receiving my wages for two months, I resigned. Sounds awkward, almost a hanging participle, we are not sure who did not receive the wages.
D. Receiving not my wages for two months, I resigned. This would have been OK in the 17th century, but not in present-day English.

E. Not having received the prize was very disappointing. Current.
F. Having not received the prize was very disappointing. Current but more formal.
G. Not receiving the prize was very disappointing. Current.
H. Receiving not the prize was very disappointing. This would have been OK in the 17th century, but not in present-day English.

A, B, and C are all correct, but D is not.

A is normal English.
B to me means something like «Having failed to receive».
C might suggest the decision was made sooner, if we accept the notion of a moment of not receiving.
D would not be said because «no reply» is more to the point than «not a reply». «Receiving not a single reply» could fit, but that is not one of the choices.

I personally prefer «having not received» though, sounds more natural to me. Anyway,thank you all for contributing your thoughts to this post.

My first instinct was to prefer Not having received to Having not received, but I don’t really know why. After all, Having not received follows the same word order as I had not received. Just a matter of taste…

I share your instinct, Giorgio. In addition, «having not received» seems to refer to a negative action of «not-receiving» which took place at a certain moment, rather than the absence of a positive action. However, you’ll find there have been a lot of discussions here on this subject.
