What’s the word for someone who is ungrateful/ not appreciative of the things he has but wants more lavish things? For example, instead of appreciating the little things he has in his life, someone might go on and on, complaining about things like how the scratch on his brand new shoe ruined his day or who wants a new car while complaining about his old one.

If you don’t appreciate what you have you are simply ungrateful.
I think ungrateful is the best word for this state of mind.
Ingrate, though old-fashioned, is also a good possibility.

[in-greyt]

In this scenario, I would use the word/adjective «discontented.» A discontented person is an individual who is never satisfied in this life and miserably fails to appreciate things around him. His insatiable appetite for “more,” blindfolds him to his current belongings — tangible and intangible. A discontented person is also a “whiner” as he continues expressing his displeasure in the form of petty complaints, despite having all the life essentials.
Discontent (noun); Discontented (adjective).
OED definition:
Dissatisfaction with one’s circumstances; lack of contentment.

Though I think that «ingrate» is probably the best term for the person, to help describe the behavior you may want to consider «obnoxious».
Obnoxious
[uh b-nok-shuh s]
/adjective

obnoxious behavior.annoying or objectionable due to being a showoff or attracting undue attention to oneself.

Whiner is perhaps one of the words that could be used to describe the attributes mentioned in the question. It is a noun form of whine, which means:
- to snivel or complain in a peevish, self-pitying way:
He is always whining about his problems.

[Ted] Cruz railed against his fellow senators for not appreciating the risk that Obamacare would destroy healthcare for America’s families … Cruz then lodged a more general complaint against his Senate colleagues who, he said, seemed more concerned with «cocktail parties in Washington, D.C.» than with their constituents. Referring to calls that he said were pouring in from around the country, begging legislators to resist and defund, Cruz noted, «It is apparently an imposition on some members of this body for their constituents to pick up the phone and ask for assistance.» As I heard him say that, I picked up the phone and called Cruz’s local constituent service office in Houston. «Could someone there give me information about how to enroll in Obamacare?» I asked, when I was put on the phone with one of the senator’s case workers. «No. We don’t support the bill, and think it’s a bad idea,» I was told. — Steven Brill
In concluding, I want to express the hope that the dealings of this Government of ours with the Indians will always be just and fair. They were the inheritors of the land that we live in. They were not capable of developing it, or of really appreciating its possibilities, but they owned it when the White Man came, and the White Man took it away from them. It was natural that they should resist. It was natural that they employed the only means of warfare known to them against those whom they regarded as usurpers. It was our business, as scouts, to be continually on the warpath against them when they committed depredations. But no scout ever hated the Indians in general. — William F. Cody
I shun all activities and you have none. You have freed yourself from all duties which had been forced on you. And so you need not know what time of the day or what time of the week, or numbers, reckoning of before and after, when and how far; in short you don’t have to know the business of counting, which habit has made us human beings miserable in many ways. We have lost the faculty of appreciating the present living moment. We are always looking forward or backward and waiting for one or sighing for the other, and lose the pleasure of awareness of the moment in which we actually exist. — R.K. Narayan
I have always thought that being a good American is appreciating the world, not just your own country. — Johnny Weir
Some people awake each morning dreading the day looking for the negatives in their lives and in others, while some awaken fresh appreciating the opportunity to contribute to life, making the world a better place and see the positives. Our brain is a circuit board with neurons and terminals ready to be wired. We are born free, then programmed to obey our parents, to tell the truth, pass exams, pursue and achieve, love and propagate, age and fade unfulfilled and uncertain what it has all been for. We swallow the operating system with our mother’s milk and sleepwalk into the forest of consumer illusion craving shoes, houses, cars, magazines, experiences that endorse our preconceived dreams and opinions. We grow into our parents. We becomes clones, robots, matchstick men thinking and saying the same, feeling the same, behaving the same, appreciating in books and films and art shows those things we already recognize and understand. — Chloe Thurlow
The time-state of attainment eliminates so accurately the time-state of aspiration, that the actual seems the inevitable, and, all conscious intellectual effort to reconstitute the invisible and unthinkable as a reality being fruitless, we are incapable of appreciating our joy by comparing it with our sorrow. — Samuel Beckett

What makes the theory of relativity so acceptable to physicists in spite of its going against the principle of simplicity is its great mathematical beauty. This is a quality which cannot be defined, any more than beauty in art can be defined, but which people who study mathematics usually have no difficulty in appreciating. — Paul Dirac
This idealization of clinical perfection prevents us from being in the moment. It stops us from appreciating our experience as beautiful despite the «flaws» because, deep down, we are so ashamed of ourselves for not living up to these expectations of perfection that we can barely breathe. In — Robin Elizabeth

Work is a mess» encourages us to first recognize that we can never have a completely neat relationship with our livelihood. Treating work’s messiness as if it were a mistake or liability only creates further unnecessary distress and resentment. By developing the attitude that work is a mess, we can learn to relax and be curious about the surprises and interruptions. By engaging the messiness of work directly — appreciating both the advantages and disadvantages — we become fully equipped to engage such events in all their variations. — Michael Carroll

I think maybe the key to having a long relationship is really appreciating that person’s life and not trying to own it. It’s like just stop trying. We all do it. — Kristen Stewart
Evidently neither cats nor dogs, nor other animals that listen to human music, were constituted for the appreciation of it, for it is not of the slightest use to them in the struggle for existence. Moreover, they and their organs of hearing were much older than man and his music. Their power of appreciating music is therefore an uncontemplated side-faculty of a hearing apparatus which has become on other grounds what we find it to be. So it is, I believe, with man. He has not acquired his musical hearing as such, but has received a highly developed organ of hearing by a process of selection, because it was necessary to him in the selective process ; and this organ of hearing happens also to be adapted to listening to music. — August Weismann
My advice for life: dance and sing your song while the party is still on. — Rasheed Ogunlaru
Beauty isn’t what you see on TV or in magazine ads or even necessarily in art galleries. It’s a lot deeper and a lot simpler than that. It’s realizing the goodness of things, it’s leaving the world a little better than it was before you got here. It’s appreciating the inspiration of the world around you and trying to inspire others. — Charles De Lint
Fights between individuals, as well as governments and nations, invariably result from misunderstandings in the broadest interpretation of this term. Misunderstandings are always caused by the inability of appreciating one another’s point of view. This again is due to the ignorance of those concerned, not so much in their own, as in their mutual fields. The peril of a clash is aggravated by a more or less predominant sense of combativeness, posed by every human being. To resist this inherent fighting tendency the best way is to dispel ignorance of the doings of others by a systematic spread of general knowledge. With this object in view, it is most important to aid exchange of thought and intercourse. — Nikola Tesla
Life is about trusting your feelings and taking chances, losing and finding happiness, appreciating the memories, learning from the past, and realizing people change. — Atul Purohit

In social life, in the family government, in the Church, and in the State this is an acknowledged and invariable law. The debtor would be incapable of appreciating the clemency which cancelled the debt, so long as he denied either the existence or the justice of the claim. Unconscious of the obligation, he would be insensible to the grace that remitted it. — Octavius Winslow
