Is there any differences between «at all times» and «all the time»?
Should I say «I have my cell phone with me all the time, so call me if you need anything»? or «I have my cell phone with me at all times, so call me if you need anything.» which one is used often?

In the example you mentioned, you could use both phrases and it would mean the exact same thing.
The only difference—it’s quite subtle—is that, in the US at least, the phrase «at all times» has a slightly institutional, regulated connotation. So, for example, airport security would remind you to keep your hand baggage with you at all times. A museum docent would ask you to refrain from taking photographs at all times. A schoolteacher would admonish students to keep their hands and feet to themselves at all times, etc. They wouldn’t use «all the time,» which sounds a bit less insitutional and authoritative. Again, it’s a very subtle difference; you’d be fine using either.

In addition to what savannah mentionned above, «all the time» can mean «repeatedly» — for example, someone who is forgetful loses their housekeys «all the time«, or on a regular basis. Some children have to be reminded all the time (every day) to do their homework. It doesn’t mean all day long, just very frequently.
