inquisition:

an investigation that violates the privacy or rights of individuals, especially through rigorous or harsh interrogation. –TFD

«The burnings at the Salem witch trials are an example of a(n) [crusade/inquisition] (against heresy).»

Note, both of these words came to mind before I even read the context, which I feel makes them even more appropriate.

The actually is a word for that, I just forgot the correct spelling, but its got like 3 syllables, goes like: I-pi-kea or I-pi-kia (nvm the spelling).

The basis of the sentence is «He was a one for running after women». «A one for» is a BrE idiom, now long our of fashion, but still heard occasionally. It has an entry in OED:

a. (a) one for ——: a person who likes, practises, or supports (something), esp. to an outstanding degree; a devotee, champion, or admirer of (something).​

«Bad» is more of an intensifier than anything else. «Great» is the usual intensifier (there are others), but «great» has positive overtones, and the speaker presumably thought this inappropriate. «Powerful» means «very», and does not fit, grammatically; it is an adjective but it is being used as an adverb. Curiously OED has this as a US usage, but I am not aware of «a one for» being used in the US, which is why I took it to be British:

powerful, adv.​

colloquial (originally and chiefly U.S. regional (southern)). To a great degree; very, exceedingly.​

The service was absolutely shocking. I’ll never deal with this company again.

This bus service is lousy. They never have enough buses. It’s never going to change. 

sub-par

Meaning: below what is expected; when a service doesn’t meet your requirements

Example:

The service was sub-par. It took over a week to dry clean a pair of trousers.

Example:

I didn’t give them a tip because the service was really mediocre. The delivery should have been there 30 minutes before.
