«Flat» was (and still is) a British English equivalent of the American word «apartment». There is no big difference.

A «block of flats» is the obvious term in BrE for a modern* purpose-built building consisting entirely of flats. It is not used for older buildings that have been converted into flats, with the possible exception of old (but reasonably modern) office buildings, which look similar to blocks of flats.
«Apartment» is little-used in Britain.
*By «modern», this generally means 1960s or later, although there were some buildings that we might recognise as blocks of flats built in the 1930s.

And, since we don’t generally use «block» in this sense in AE — we’d call it an apartment building — the phrase «apartment block» sounds odd on both sides of the Atlantic.
(To us, a block is an area bounded by streets, usually four of them, on all sides. I suppose we could use «apartment block» for a block with only apartment buildings, but we don’t.)

I’m a bit confused why an apartment block was given at all since in the UK it’s a block of flats and an apartment building in the US.

Apartment block is used in U.S. English. I’ve heard it off and on my whole life. There are examples in the COCA American English database. Having said that, I don’t know if I could give you an exact definition, but I think it would generally refer to a squarish building with apartments on multiple floors.

These terms vary regionally especially as building styles vary. Flat is understood but not said much in NA. Apartment is understood and might be said in BE. Building or block in NA is going to be chosen by architecture. Anything could be a building, a block to me is larger and more square.
That said, in the city where I live the stock of purpose built rental apartments is dwindling. New builds are virtually all condominiums for individual sale. The new owners often rent out those condos. However, instead of having «apartment buildings» being built we now have «condo towers» as the main new housing. If they are low-rise we’d call them a condo complex or building or a strata building. Many older apartment buildings have either been torn down for condo towers, or sold off years ago as individual condos.
So the apartment building, meaning purpose built rentals, is disappearing.

In AE a «city block» is a rectangle surrounded by 4 streets. It usually has many buildings in it.
In AE a «block» is a segment of a street between any intersecting streets. It is often used to refer to all the houses on both sides of that street-segment. We say things like «the people on my block» and «the apartments on my block».
So if we use «a block of apartments» to mean «an apartment building», we have to be careful how we word things, to avoid the more common meanings of «block». There are city blocks that consist entirely of apartment buildings.

«Apartment block» isn’t unknown in Britain, and «apartment» does tend to be used at the upper end of the market; flats tend to be regarded as inferior to houses, so luxury flats are now usually called «luxury apartments».
