It means ‘all of it’ to me, if you mean everything you’ll wear on one occasion, or as in your OP. When I buy »an outfit’, I buy an ‘ensemble’ to use a silly French word for items that will go together. They might not go with anything else in your ‘wardrobe’.
Why not mention ‘wardrobe’, if that’s the word you were thinking of? ‘Wardrobe’ is fine if you mean everything you have in your ‘wardrobe’.
If you say «I’m buying a new wardrobe», it will be understood as an item of furniture.
Not many people throw out every single thing they own!

If you are looking for a word that would mean clothes or shoes or a tie, on separate occasions, you might say «nothing raises my spirits like buying new attire.» Although that’s a pretty fancy word.
