 According to Collins English Dictionary, the term vet means to perform a critical  appraisal. If someone is being vetted, which means that they are being investigated or evaluated in a thorough way.  When someone goes through a vetting process, this means that they receive certification of loyalty, trustworthiness or suitability for a specific subject or specific place of employment.
