The World Is Not Enough is a 1999 spy film, the nineteenth in the James Bond series produced by Eon Productions and the third to star Pierce Brosnan as the fictional MI6 agent James Bond. It was directed by Michael Apted, from an original story and screenplay by Neal Purvis, Robert Wade and Bruce Feirstein.^[3] It was produced by Michael G. Wilson and Barbara Broccoli. The title is the translation of the motto on the Bond family coat of arms, seen first in On Her Majesty’s Secret Service.

The film’s plot revolves around the assassination of billionaire Sir Robert King by the terrorist Renard, and Bond’s subsequent assignment to protect King’s daughter Elektra, who was previously held for ransom by Renard. During his assignment, Bond unravels a scheme to increase petroleum prices by triggering a nuclear meltdown in the waters of Istanbul.

Filming locations included Spain, France, Azerbaijan, Turkey, and the UK, with interiors shot at Pinewood Studios. The film received mixed reviews, with the plot and Denise Richards’ casting frequently targeted for criticism; it also received praise for the performances of Brosnan and Sophie Marceau, and for its emotional weight and focus on characters in comparison to previous entries. The World Is Not Enough earned $361.8 million worldwide. It was also the first Eon-produced Bond film officially released under the Metro-Goldwyn-Mayer label instead of United Artists, the franchise’s original owner and distributor.

Plot[edit]

In Bilbao, MI6 agent James Bond meets a Swiss banker named Lachaise to retrieve money for Sir Robert King, a British oil tycoon and friend of M. Bond interrogates the banker to identify the assassin of an MI6 agent, but Lachaise is killed before revealing this information, and Bond is forced to escape with the money. At MI6 headquarters in London, the money is revealed to be laced with explosives that kill King. Bond chases the assassin by boat on the Thames to the Millennium Dome, where she attempts to escape via hot air balloon. Bond offers her protection; she refuses and blows up the balloon at the cost of her life.

Bond traces the recovered money to Renard, a KGB agent turned terrorist. Following an earlier attempt on his life by MI6, Renard was left with a bullet embedded in his brain, which makes him immune to pain but will eventually kill him. M assigns Bond to protect King’s daughter Elektra, whom Renard had previously abducted and held for ransom. Bond flies to Azerbaijan, where Elektra is overseeing the construction of an oil pipeline. During a tour of the pipeline’s proposed route in the mountains, Bond and Elektra are attacked by a hit squad in armed, paraglider-equipped snowmobiles.

Bond visits Valentin Zukovsky at a casino to acquire information about Elektra’s attackers. There, Bond grows suspicious as Elektra immediately loses $1 million on a game of high card draw, and discovers that Elektra’s head of security, Sasha Davidov, is secretly in league with Renard. Bond kills Davidov and boards a plane bound for a Russian ICBM base in Kazakhstan. Posing as a Russian nuclear scientist, Bond meets American nuclear physicist Dr. Christmas Jones. Renard removes the GPS locator card and weapons-grade plutonium from a nuclear bomb. Before Bond can kill him, Jones blows his cover. Renard steals the bomb and flees, leaving everyone to die. Bond and Jones escape the exploding silo with the locator card.

In Azerbaijan, Bond warns M that Elektra may not be as innocent as she appears, and may have succumbed to Stockholm Syndrome under Renard’s capture. He hands her the locator card as proof of the theft. An alarm sounds, revealing that the stolen bomb from Kazakhstan is attached to a pipeline inspection pig heading towards the oil terminal. Bond and Jones enter the pipeline to deactivate the bomb, and Jones discovers that half of the plutonium is missing. They jump clear of the rig and a large section of the pipe is destroyed. Bond and Jones are presumed killed. Back at the command centre, Elektra reveals that she killed her father as revenge for using her as bait for Renard. She abducts M, whom she resents for having advised her father not to pay the ransom money.

Bond accosts Zukovsky at his caviar factory in the Caspian Sea and they are attacked by Elektra’s helicopters. Zukovsky reveals his arrangement with Elektra was to accept a payoff via bets in his casino in exchange for the use of a submarine captained by Zukovsky’s nephew. The group goes to Istanbul, where Jones realizes that if Renard were to insert the stolen plutonium into the submarine’s nuclear reactor, the resulting nuclear meltdown would destroy Istanbul, sabotaging the Russians’ oil pipeline in the Bosphorus. Elektra’s pipeline, planned to go around Istanbul, would dramatically increase in value. Bond gets a signal from the locator card at the Maiden’s Tower before Zukovsky’s henchman Bull blows up the command centre. Zukovsky is knocked unconscious, and Bond and Jones are captured by Elektra’s henchmen. Jones is taken aboard the submarine, which was seized by Renard’s men. Bond is taken to the tower, where Elektra tortures him with a garrote and reveals that she cut off a portion of her ear to make her kidnapping look more believable. Zukovsky and his men seize the tower, but Zukovsky is shot by Elektra. Before dying, Zukovsky uses his cane gun to free Bond, who frees M and kills Elektra.

Bond dives after the submarine, boards it and frees Jones. The submarine’s hull ruptures as it sinks into the Bosphorus. Bond fights Renard and impales him by firing the plutonium rod into his stomach. Bond and Jones escape from the submarine, leaving the flooded reactor to detonate underwater. Later, they share a romantic evening in Istanbul while being monitored by MI6 satellites.

M gives Bond the task of protecting her at all costs, although he suspects that there is more to her than meets the eye. Sharon Stone and Vera Farmiga were also considered for the role before Broccoli saw Marceau’s performance in Firelight.^[4]
• Robert Carlyle as Victor «Renard» Zokas, a former KGB agent turned high-tech terrorist who previously kidnapped Elektra. After a failed assassination attempt he has a bullet lodged in his brain, rendering him impervious to pain as well as slowly killing off his other senses, and ultimately killing him as well. Before the casting of Carlyle the role was offered to Javier Bardem (who would later portray the Bond villain in Skyfall) and Jean Reno.^[4]
• Denise Richards as Dr. Christmas Jones, an American nuclear physicist assisting Bond in his mission.^[5] Richards stated that she liked the role because it was «brainy», «athletic», and had «depth of character, in contrast to Bond girls from previous decades».^[6] Richards stated that a lot of viewers «made fun of» the character’s attire but that «these Bond girls are so outrageous and if I did really look like a scientist, the Bond fans would have been disappointed.»^[7] Jones was originally written as a French-Polynesian insurance investigator before but the studio insisted on changing her nationality after the casting of Marceau.^[4] Tiffani Thiessen also auditioned.^[8]
• Robbie Coltrane as Valentin Zukovsky: A former Russian mafia boss and Baku casino owner. Bond initially seeks out Zukovsky for intel on Renard and is subsequently aided by him when Zukovsky’s nephew falls into Renard’s captivity. Coltrane reprises his role from GoldenEye.
• Desmond Llewelyn as Q: MI6’s «quartermaster» who supplies Bond with multi-purpose vehicles and gadgets useful for the latter’s mission. The film would be Llewelyn’s final performance as Q. Although the actor was not officially retiring from the role, the Q character was training his eventual replacement in this film. Llewelyn was killed in a car accident shortly after the film’s premiere.
• Maria Grazia Cucinotta as «Cigar Girl»: An experienced assassin working for Renard, who appears as a lady who supplies Bond and the banker with cigars during their meeting in Bilbao and who tries to assassinate Bond in London. In the novelisation, the character is given the name Giulietta da Vinci.
• Samantha Bond as Miss Moneypenny: M’s secretary.

Development[edit]

In November 1997, a month prior to the release of Tomorrow Never Dies, Barbara Broccoli watched a news report on Nightline detailing how the world’s major oil companies were vying for control of the untapped oil reserves in the Caspian Sea in the wake of the Soviet Union’s collapse, and suggested that controlling the only pipeline from the Caspian to the West would be an appropriate motivation for a potential Bond villain.^[9] She and Michael G. Wilson hired screenwriters Neal Purvis and Robert Wade to work on the film following their work on Plunkett & Macleane; Purvis and Wade would eventually write or co-write all of the following Bond films up to No Time to Die.^[10] The screenwriters retake a lot of the stuff from the aborted story Reunion with death, an eventual installment planned in 1993 for Timothy Dalton as Bond.^[11][12][13] Broccoli was especially impressed by the writers’ suggestion of a female main villain, stating that «With Elektra, Bond thinks he has found Tracy, but he’s really found Blofeld».^[9]

Joe Dante, and later Peter Jackson, were initially offered the opportunity to direct the film. Barbara Broccoli enjoyed Jackson’s Heavenly Creatures, and a screening of The Frighteners was arranged for her. She disliked the latter film, however, and showed no further interest in Jackson. Jackson, a lifelong Bond fan, remarked that as Eon tended to go for less famous directors, he would likely not get another chance to direct a Bond film after The Lord of the Rings.^[14] Barbara Broccoli also was in talks with Alfonso Cuarón to direct, who nearly accepted.^[4] Hoping to find a director capable of eliciting strong performances from women, the producers eventually hired Michael Apted, as his work with Sissy Spacek in Coal Miner’s Daughter, Sigourney Weaver in Gorillas in the Mist and Jodie Foster in Nell has earned all three actresses Oscar nominations (with Spacek winning). Apted’s then-wife Dana Stevens did an uncredited rewrite, primarily to strengthen the female characters’ roles, before Bruce Feirstein, who had worked in the previous two films, was hired to work on Bond’s role.^[9][15]

Initially the film was to be released in 2000, rumoured to be titled Bond 2000. Other rumoured titles included Death Waits for No Man, Fire and Ice, Pressure Point and Dangerously Yours.^[16] The eventual title The World Is Not Enough is an English translation of the Latin phrase Orbis non sufficit, the motto of Bond’s supposed real-world ancestor Sir Thomas Bond. In the novel On Her Majesty’s Secret Service and its film adaptation, it is first claimed to be James Bond’s family motto as well.

The phrase Orbis non sufficit is thought to originate from the Pharsalia by Lucan. It appears twice, both with uncomplimentary associations: the first reference is to a group of villainous mutineers, and the second is to the ambitious Julius Caesar.^[17] It was then applied to Alexander the Great by Juvenal in his collection of satirical poems, the Satires: «The world was not big enough for Alexander the Great, but a coffin was». Phrased as Non sufficit orbis, it became the motto of the Spanish king Philip II after ascending the Portuguese throne in 1580.^[18]

Filming[edit]

The pre-title sequence begins in Bilbao, Spain, featuring the Guggenheim Museum. After the opening scene, the film moves to London, showcasing the SIS Building and the Millennium Dome on the Thames. The sequence lasts for about 14 minutes, making it the longest pre-title sequence in the series until No Time to Die in 2021. The Daily Telegraph claimed that the British Government prevented some filming in front of the actual MI6 Headquarters at Vauxhall Cross, citing a security risk. However, a Foreign Office spokesperson rejected the claims and expressed displeasure with the article.^[19] Following the title sequence, Eilean Donan Castle in Scotland is used by MI6 as a location headquarters. Other locations include Baku, Azerbaijan, the Azerbaijan Oil Rocks and Istanbul, Turkey, where Maiden’s Tower and Küçüksu Palace are shown.^[20]

Principal photography began on 17 January 1999, and lasted until June of that year. The studio work for the film was shot as usual in Pinewood Studios, including Albert R. Broccoli’s 007 Stage. Bilbao, Spain was used briefly for the exterior of the Swiss bank and flyover-bridge adjacent to the Guggenheim Museum. In London outdoor footage was shot of the SIS Building and Vauxhall Cross with several weeks filming the boat chase on the River Thames eastwards towards the Millennium Dome, Greenwich.^[21] The canal footage of the chase where Bond soaks the parking wardens was filmed at Wapping and the boat stunts in Millwall Dock and under Glengall Bridge were filmed at the Isle of Dogs. Chatham Dockyard was also used for part of the boat chase.^[22] Stowe School, Buckinghamshire, was used as the site of the King family estate on the banks of Loch Lomond. Filming continued in Scotland at Eilean Donan Castle which was used to depict the exterior of MI6 temporary operations centre «Castle Thane». The skiing chase sequence in the Caucasus was shot on the slopes of Chamonix, France.^[20] Filming of the scene was delayed by an avalanche; the crew helped in the rescue operation.^[23]

The interior (and single exterior shot) of L’Or Noir casino in Baku, Azerbaijan, was shot at Halton House, the officers’ mess of RAF Halton. RAF Northolt was used to depict the airfield runway in Azerbaijan.^[20]
Zukovsky’s quayside caviar factory was shot entirely at the outdoor water tank at Pinewood. The exterior of Kazakhstan nuclear facility was shot at the Bardenas Reales, in Navarre, Spain, and the exterior of the oil refinery control centre at the Motorola building in Groundwell, Swindon.^[24] The exterior of the oil pipeline was filmed in Cwm Dyli, Snowdonia, Wales,^[25] while the production teams shot the oil pipeline explosion on Hankley Common, Elstead, Surrey. Istanbul, Turkey, was used in the film, also using the famous Maiden’s Tower which was used as Renard’s hideout in Turkey. Exteriors for Elektra King’s Baku villa were shot at Küçüksu Pavilion in Istanbul, and interiors were shot at Luton Hoo in Bedfordshire, England. The underwater submarine scenes were filmed in the Bahamas.^[26]

The BMW Z8 driven by Bond in the film was the final part of a three-film product placement deal with BMW (which began with the Z3 in GoldenEye and continued with the 750iL in Tomorrow Never Dies) but, due to filming preceding release of the Z8 by a few months, several working mock-ups and models were manufactured for filming purposes.

Music[edit]

The soundtrack to The World Is Not Enough is the second Bond soundtrack to be composed by David Arnold.^[27] Arnold broke tradition by not ending the film with a reprise of the opening theme or, as with the previous three films, a new song. Originally, Arnold intended to use the song «Only Myself to Blame» at the end of the film; however, Apted discarded this and the song was replaced by a remix of the «James Bond Theme».^[28] «Only Myself to Blame», written by Arnold and Don Black and sung by Scott Walker, is the 19th and final track on the album and its melody is Elektra King’s theme. The theme is heard in «Casino», «Elektra’s Theme» and «I Never Miss».^[28] Arnold added two new themes to the final score, both of which are reused in the following film, Die Another Day.

The title song, «The World Is Not Enough», was written by David Arnold with Don Black and performed by Garbage. It is the fifth Bond theme co-written by Black, preceded by «Thunderball»,^[29] «Diamonds Are Forever»,^[30] «The Man with the Golden Gun»,^[31] and «Tomorrow Never Dies».^[32] IGN chose «The World Is Not Enough» as the ninth-best James Bond theme of all time.^[33] In 2012 Grantland ranked the song as the second-best Bond song of all-time, behind only «Goldfinger.»^[34] The song also appeared in two «best of 1999» polls: #87 in 89X’s «Top 89 Songs of 1999»^[35] and No. 100 in Q101’s «Top 101 of 1999».^[36]

Another theme song was made by English post-Britpop band Straw (band), which was also titled The World Is Not Enough but was rejected in favor of Garbage’s song.^[37] The song is unique as the lyrics contains references to several of the Ian Fleming novels, including references to Goldfinger, You Only Live Twice, On Her Majesty’s Secret Service, and Live and Let Die.^[38]

Release and reception[edit]

The World Is Not Enough premiered on 19 November 1999 in the United States and on 26 November 1999 in the United Kingdom. Its world premiere was 8 November 1999 at the Fox Bruin Theater, Los Angeles, USA.^[39] At that time MGM signed a marketing partnership with MTV, primarily for American youths, who were assumed to have considered Bond as «an old-fashioned secret service agent». As a result, MTV broadcast more than 100 hours of Bond-related programmes immediately after the film was released, most being presented by Denise Richards.^[40]

Box office[edit]

The film opened at the top of the North American box office with $35.5 million earned during its opening weekend. For five days, it remained in that spot until it was handed to Toy Story 2.^[41] Its final worldwide gross was $361.8 million worldwide,^[2] with $126 million in the United States alone.^[2] It became the highest grossing James Bond film of all time until the release of Die Another Day.^[42] The film was also selected for the first round of nominations for the Academy Award for Best Visual Effects and it was failing to get nominated.^[43] The film was nominated for a Best Action/Adventure/Thriller Film Saturn Award, Pierce Brosnan won both the Empire Award and the Blockbuster Entertainment Award as Best Actor, and David Arnold won a BMI Film Music Award for his score. The film became the first in the Bond series to win a Golden Raspberry when Denise Richards was chosen as «Worst Supporting Actress» at the 1999 Razzie Awards. Richards and Brosnan were also nominated for «Worst Screen Couple» (lost to Will Smith and Kevin Kline for Wild Wild West).^[44]
The initial release of the DVD includes the featurette «Secrets of 007», which cuts into «making of» material during the film; the documentary «The Making of The World Is Not Enough»; two commentary tracks—one by director Michael Apted, and the other by production designer Peter Lamont, second unit director Vic Armstrong, and composer David Arnold; a trailer for the PlayStation video game, and the Garbage music video.^[45] The Ultimate Edition released in 2006 had as additional extras a 2000 documentary named «Bond Cocktail», a featurette on shooting the Q Boat scenes, Pierce Brosnan in a press conference in Hong Kong, deleted scenes, and a tribute to Desmond Llewelyn.^[46]

Critical reception[edit]

Reception was mixed. Chicago Sun-Times critic Roger Ebert said the film was a «splendid comic thriller, exciting and graceful, endlessly inventive», and gave it three-and-a-half stars out of four.^[47] On the other hand, Eleanor Ringel Gillespie of The Atlanta Journal-Constitution disliked the film, calling it «dated and confused».^[48] Rotten Tomatoes gave The World Is Not Enough a 51% rating, the lowest of the Brosnan Bond films. The site’s consensus states: «Plagued by mediocre writing, uneven acting, and a fairly by-the-numbers plot, The World Is Not Enough is partially saved by some entertaining and truly Bond-worthy action sequences.»^[49] Metacritic gives the film a score of 59 out of 100.^[50] Nathan Rabin from The A.V. Club opined that «enough fun moments are scattered throughout to make it a decent Bond entry. But the series still needs a massive shot of fresh ideas if it wishes to become anything more than a nostalgia-fueled commercial sure thing».^[51] Antonia Quirke from The Independent said that the film «is certainly less definitively feeble than other recent Bond offerings, with an at least two-dimensional female character in the bold and oval Marceau. But my reaction is much the same as to a new Rolling Stones album: I’m just grateful that it’s not embarrassing».^[52] Negative criticism was focused on the execution of the plot, and the action scenes were considered excessive.^[53]

Richards was widely criticized for not being credible in the role of a nuclear scientist, with Variety calling her «the least plausible nuclear physicist in the history of movies, who makes even the electrochemist Elisabeth Shue played in 1997’s The Saint sound like a Nobel laureate»; Nathan Rabin panned her performance and called it «so laughably awful that the film comes to a dead stop whenever she’s on screen».^{[54][55][56][51]} She was ranked as one of the worst Bond girls of all time by Entertainment Weekly in 2008.^[57]

In contrast, Sophie Marceau was praised for her role as Elektra, with most critics agreeing that she was a better Bond Girl than Denise Richards’ Christmas Jones and a better Bond villain than Robert Carlyle’s Renard.^[58] Peter Bradshaw from The Guardian called her «terrific: sexy, stylish, with a really beautiful face entirely innocent of the cosmetic surgeon’s art».^[59]

Retrospective[edit]

Pete Debruge of Variety wrote in 2012 that «[The World Is Not Enough] presents a conflicted persona torn between the corny antics of the Roger Moore era and the grim seriousness of where things would eventually go under Daniel Craig’s tenure. It also contains a dose of Timothy Dalton-esque toughness […] Much of what made Brosnan such a great Bond is thrust into the backseat by lame jokes and a premature attempt to mix up the formula», concluding that it was «nothing but a reversion to the franchise’s most adolescent tendencies».^[56] Entertainment Weekly picked it as the worst Bond film of all time in 2006, saying it had a plot «so convoluted even Pierce Brosnan has admitted to being mystified».^[60] Norman Wilner of MSN chose it as the third worst film, above A View to a Kill and Licence to Kill,^[61] while IGN chose it as the fifth worst, both in 2007.^[62]

Adaptations[edit]

Bond novelist Raymond Benson wrote his adaptation of The World Is Not Enough from the film’s screenplay. It was Benson’s fourth Bond novel and followed the story closely, but with some details changed. For instance, Elektra sings quietly before her death and Bond still carries his Walther PPK instead of the newer P99. The novel also gave the cigar girl/assassin the name Giulietta da Vinci and retained a scene between her and Renard that was cut from the film.

In 2000, the film was adapted by Electronic Arts to create two first-person shooters of the same name for the Nintendo 64 and PlayStation. The Nintendo 64 version was developed by Eurocom and the PlayStation version was developed by Black Ops.^[a] Versions of The World Is Not Enough for the PC and the PlayStation 2 were planned for release in 2000, but both were cancelled.^[63] These versions would have used the id Tech 3 game engine from Quake III Arena. Although this game marks Pierce Brosnan’s fifth appearance in a Bond video game, the game includes only his likeness; the character is voiced by Adam Blackwood.^[64]

Synopsis

Following the murder of her father, oil magnate Sir Robert King, Elektra is assigned a bodyguard – MI6’s top agent James Bond. Sir Robert, an old friend of M’s, has been assassinated by terrorist Renard, who also seems to be targeting the 800-mile King pipeline, under construction from Azerbaijan to bring oil to the West. Freelance terrorist Renard has a bullet lodged in his skull following a run-in with 009; slowly dying, he feels no pain. Bond and Elektra become emotionally involved, but it transpires that Elektra, previously the victim of a kidnapping plot by Renard, seduced him and has engineered the takeover of her father’s business empire. Elektra kidnaps M and plans to detonate a nuclear explosion in Istanbul, contaminating the Bosphorus and ensuring the King pipeline is the sole oil route west. Bond, aided by atomic physicist Dr Christmas Jones, kills Elektra and Renard, rescues M, and prevents the cataclysm.

The World Is Not Enough is the nineteenth official James Bond film made by EON Productions and the third to star Pierce Brosnan as Ian Fleming’s secret agent, James Bond. It was released in 1999, and produced by Michael G. Wilson and Barbara Broccoli. The film’s story and screenplay was written by Neal Purvis and Robert Wade who later teamed again for 2002’s Die Another Day, 2006’s Casino Royale, and 2008’s Quantum of Solace. It is the final film to have to Desmond Llewelyn as Q released one month before his death on December 19, 1999.

The title comes from the English translation of the Bond family motto, the Latin Orbis non sufficit, which was established and adopted by James Bond in Fleming’s novel, On Her Majesty’s Secret Service.

Plot summary

Bilbao

In Bilbao, capital of the Basque Country in Spain, James Bond, meets with a Swiss banker to recover a large sum of money. The banker, however, plans to have James killed. James uses a flash grenade disguised as his pistol to create a diversion and ends up holding the banker at gun-point. The banker had taken the money from another «00» and is about to tell Bond who the agent’s assassin is when he himself is killed by a thrown knife from his secretary, the Cigar-Smoking Woman. Bond grabs the case of money and is about to escape when another man tries to shoot him; that man is hit by an unseen sniper. Bond escapes out the window.

London

At MI6 headquarters in London, Bond returns the money to a wealthy man named Sir Robert King. King and Bond’s boss, M, are both present in M’s office when Bond arrives. Bond learns from them both that King is building an oil pipeline through the Caucasus region and that the project has been threatened with destruction from several factions. King leaves and M gives Bond a glass of bourbon with ice. When the ice begins to bubble, Bond deduces that the money, which he’d handled, may itself be dangerous. In a nearby lab, the metallic security strip in one of the bills bursts into flame and the money explodes, killing King and blowing a large hole in the outer wall of MI6 HQ. Bond looks out through the hole and sees a woman on a boat who tries to shoot him with an automatic weapon.

Bond hijacks a small, experimental, jet-powered boat belonging to Q and races after the woman, chasing her down the Thames. She tries several times to evade him but Bond catches up with her, finally destroying her boat on the Thames near the Millennium Dome with a torpedo. The woman commandeers a hot-air balloon and floats upward, with Bond hanging on to one of the anchor ropes. The woman, the Cigar Smoking Woman who killed the Swiss banker, points her handgun at the gas tanks on the balloon. Bond pleads with her not to fire, claiming MI6 will protect her. She says no one can protect her from «him». She then shoots the tanks and the balloon explodes, killing her and dropping Bond onto the Dome. The rolling landing fractures his collarbone, but he’s still able to arrest his slide down the side of the Dome by grabbing onto the support cables.

Scotland

At Robert King’s funeral service, Bond notices King’s daughter, Elektra. At an MI6 retreat in Scotland, Bond discovers that Elektra had been kidnapped sometime prior and held ransom for a considerable sum. He notices that the money he recovered for Robert King is equal to the ransom, and concludes that King’s death was more of a message than a simple terror attack. He goes to a briefing held by M who declares that the likely suspect behind the bombing is a man named Victor Zokas, aka «Renard», an international terrorist who occasionally hires out his skills to anyone with money. Renard had had been the mastermind behind Elektra’s kidnapping but Elektra managed to escape by seducing her guards and killing them. Renard was subsequently hunted down by 009, who managed to shoot him in the head but the terrorist miraculously managed to survive. The bullet, still lodged in Renard’s head, has slowly been travelling through and destroying the area of his brain that controls his senses. As a result, Renard no longer feels pain and is now able to push himself to the limits of human endurance until the bullet eventually kills him.

M now believes that Renard’s next projected target will be Elektra herself. Through sexual coercion, the MI6 doctor declares Bond fit for duty. M then assigns Bond to protect Elektra at all costs and kill Renard, anticipating that using Elektra as bait will lure the terrorist out of hiding. M strictly instructs Bond to not bed Elektra and to keep the identity of her attacker a secret.

Azerbaijan

Bond travels to Elektra’s location near Baku, Azerbaijan, where she is overseeing the construction of her father’s pipeline. Bond joins her on a brief inspection of the line in the mountains; the area is snowed over and they must ski to the right spot. They are attacked by a small group of men piloting «Parahawk» vehicles. Bond is able to stop them, causing a few of them to collide with the landscape or each other and explode. The last explosion causes a small avalanche, burying Bond and Elektra. Bond deploys a rapid-inflating sphere to protect them, but Elektra panics from claustrophobia. Bond rapidly frees them from the snow and takes her back to her house to recuperate.

Seeking further information about Elektra’s attackers, Bond goes to a casino owned by his old enemy, Valentin Zukovsky, to find out more about Renard and the men who attacked him earlier. Zukovsky tells Bond that Renard is a former KGB agent and may be working for Russian oil barons in the region who want the King pipeline destroyed. Bond and Zukovsky are summoned back to the main floor; Elektra has come to the casino to show she isn’t afraid of her enemies and in hopes of winning a sizable amount of money using her father’s standing credit. She loses on a high-low draw but is gracious in defeat.

In a Hindu pilgrim site, Renard meets with a man named Davidov, Elektra’s security chief, and a nuclear weapons scientist named Arkov, who also secretly works for Renard. Renard kills Arkov for failing to kill Elektra and orders Davidov to take Arkov’s place on a secret mission the next day. Davidov agrees. Bond slips out of Elektra’s mansion and goes to Davidov’s office, looking for more leads. When Davidov returns, Bond kills him and takes his place on a plane.

Kazakhstan

Bond accompanies Renard’s men to Kazakhstan, where a decrepit Soviet underground nuclear weapons facility is being inspected by the UN and prepared for decommissioning. Bond meets the head of the project, Dr. Christmas Jones, who is removing all the radioactive material from the warheads. Bond goes down into one of the silos and finds Renard and his men stealing an active warhead. Bond briefly captures Renard, and tries to force the criminal to reveal his plan. Renard resists, feeling no pain from Bond’s blows. During the improvised interrogation, Renard uses a phrase Bond had previously heard from Elektra («There’s no point in living if you can’t feel alive.») and reveal he was the sniper during the encounter on Bilbao. Bond also notices that one of Renard’s men has removed the tracking card from the bomb.

At that moment, Dr. Jones and a squad of guards come into the room and she accuses Bond of being an impostor. Bond is forced to his knees by Renard, who presses on Bond’s injured collarbone. Bond and Renard and the others are about to be arrested when Renard’s crew opens fire and try to escape in the melee. Bond tries to stop their escape but fails and he and Jones are trapped in the silo with a bomb planted by Renard. They manage to get out before the bomb explodes. Jones tells Bond they should be able to find the bomb Renard stole quite easily using it’s tracking card but Bond shows her the card he’d taken from one of Renard’s men.

Baku

Bond returns to Baku and harshly confronts Elektra about Renard using her motto and about the way Renard knew about Bond’s injury. He concludes that Elektra and Renard are working together. When M arrives, Bond gives her the locator card from the bomb and tells her his theory. At that moment, an alarm sounds, indicating trouble on the pipeline. Renard has planted the bomb he stole on an inspection car that’s travelling down the pipeline out of control. Bond and Jones use another of the vehicles to catch the bomb. While Jones dismantles the device she finds that only half of the plutonium from the original bomb is there. Bond tells her to let the explosive charge detonate to create the illusion that they were killed.

The bomb goes off and a large section of the pipe is destroyed. Back at Elektra’s command center, she gives the visibly upset M a gift: her father’s lapel pin. The pin King was wearing when he was killed was a fake that activated the detonator in the money Bond had retrieved. Elektra tells M that she killed her father out of revenge for using her to bait Renard. M is taken prisoner. Bond and Jones are puzzled as to why Renard only used half of the plutonium. Bond thinks he knows where to look for answers.

Bond once again visits Zukovsky, this time at his caviar factory. While trying to gather further information from Zukovsky, they are attacked by helicopters with dangling, circular saw blades. Bond is able to destroy one of the helicopters with missiles fired from his BMW, but the other chopper saws his car in half. Bond uses a Flare Gun to ignite leaking gas from a nearby pipe, destroying the second helicopter. In the confusion, Zukovsky falls into a pit of his own caviar. While he struggles to free himself, Bond asks him what his connection to Elektra is. The gangster tells him that he’d arranged for his nephew, a Russian Victor-III class submarine captain, to smuggle some machinery out of Istanbul for Elektra in exchange for him being able to keep her father’s credit line by easily defeating her in a simple card game. Bond fishes Zukovsky out of the caviar and the Russian agrees to help Bond stop Renard.

Istanbul

In Istanbul, Bond and Zukovsky work to discern Renard’s plan. They figure out that a nuclear explosion in Istanbul would contaminate the Bosphorus, preventing all shipping out of the Black Sea, and rendering the Russian oil pipelines useless. That would leave only one viable method of extracting petroleum from the Caspian region; the pipeline owned by King Industries. The submarine will be detonated using the stolen plutonium and will look like an accident. When Bond and Zukovsky determine where the sub is docked, near the Maiden’s Tower, Zukovsky’s assistant, Mister Bullion, rushes out of the room, having planted a bomb. Bond and Jones escape and the bomb goes off, rendering Zukovsky unconscious. Outside the command center, Bond and Jones are captured by Renard’s men.

Bond is taken to the Maiden’s Tower and delivered to Elektra. Renard takes Jones with him to the submarine. Elektra has Bond shackled to an antique chair that causes asphyxiation and she proceeds to torture him. Suddenly, Zukovsky and his men take control of the tower, killing Renard’s and Elektra’s men. When Zukovsky reaches the room where Elektra has Bond, he sees his nephew’s captain’s hat on a nearby table; he demands it from Elektra. She shoots Zukovsky with a pistol hidden behind the hat and he falls to the floor. She turns her attention back to Bond, just long enough for Zukovsky to cock the rifle hidden in his cane. He first aims at Elektra, but turns toward Bond and fires, seemingly hurting him. Zukovsky dies, however his shot has in fact freed one of Bond’s wrists and he is able to free himself completely. Elektra runs off, Bond takes her pistol and chases her through the tower, stopping briefly to free M. He finds Elektra at the top and demands she call off Renard in the submarine. She tells Bond he’d never kill her and that he’d miss her. She yells through a two-way radio for Renard to proceed with the plan and an enraged Bond shoots her, saying «I never miss.»

Bond leaps from the tower and boards the sub, where Renard has extruded the stolen plutonium into a rod to be inserted into the sub’s reactor. Bond kills most of Renard’s men but the terrorist locks himself in the reactor room. Bond swims outside the sub, and enters the engine room through a pressure lock. Jones follows, but distracts Bond from his battle with Renard when she needs him to let her in before she drowns. As a result Renard is able to lock Bond and Jones away from the reactor chamber. Bond sees a way to eject the rod using a pneumatic control and the rod impales Renard, killing him. However, the reactor’s cooling has been compromised and it will still explode, though not as seriously as Renard planned. Bond and Jones escape through a missile hatch to the surface and are picked up by a passing boat.

Back at MI6 HQ, M, Q and the rest of her staff scan satellite channels looking for Bond. They find him in Istanbul, in bed with Dr. Jones.

Cast and Characters

This was Desmond Llewelyn’s last appearance as «Q» before his death in December, 1999. Llewelyn died in an automobile accident only a few weeks after the film’s release. The film introduces «Q»‘s successor, played by John Cleese, and jokingly referred to as «R» by Bond. In future movies, «R» takes over the job of Quartermaster, thus taking on the title «Q».

• BMW Z8 — Loaded with several Q refinements including ground to air missiles, a key chain that can control the car remotely, and as R proudly points out, cup holders. For films, this is the first car Bond is given by Q-branch where the steering wheel is on the left side.
• Q Boat — used in the opening sequence. Was created by Q for his retirement.
• Omega Watch — Bond’s watch has the ability to shoot a grappling hook that can allow him to climb to new heights.
• Protective Jacket — Q gives Bond a jacket, that when deployed encloses Bond and potentially another person inside a ball. This feature appears to be based on the Zorb.

Marketing & Merchandise

At the time of the film’s release, MGM signed a marketing partnership with MTV, primarily for American youths who were assumed to have considered Bond to be «an old-fashioned secret service agent». As a result MTV broadcast more than 100 hours of Bond-related programs immediately after the film was released, most being presented by Denise Richards.
The BMW Z8 driven by Bond in the film was the final part of a three-movie product placement deal with BMW (which began with the Z3 in GoldenEye and continued with the 750iL in Tomorrow Never Dies). Other promotional and product placement partners included Omega SA, Heineken, Smirnoff, evian, and Wilkinson Sword.

The film was released on DVD and VHS on 16 May 2000, and sold over 5 million copies. The initial release of the DVD includes the featurette «Secrets of 007», which cuts into «making of» material during the movie; the documentary «The Making of The World Is Not Enough»; two commentary tracks—one by director Michael Apted, and the other by production designer Peter Lamont, second unit director Vic Armstrong, and composer David Arnold; a trailer for the video game, the Garbage music video, and a «making of» booklet which featured trivia on the film’s production and stills from the film. The Ultimate Edition boxed set release from 2006 had, as additional extras a 2000 documentary named «Bond Cocktail», a featurette on shooting the Q Boat scenes, Pierce Brosnan in a press conference in Hong Kong, deleted scenes, and a tribute to Desmond Llewelyn. The Ultimate edition was re-released individually in 2008 on DVD and Blu-ray; most recently it has been released as part of The James Bond 50th anniversary Blu-ray set and in bare-bones dvd form.

Soundtrack

Featuring «The World Is Not Enough» performed by Garbage, the main soundtrack was composed by David Arnold. This is the second James Bond soundtrack composed by Arnold after he was hired to replace Éric Serra for 1997’s Tomorrow Never Dies.

Novelisation

Released in conjunction with the release of the film, the novelisation was penned by Raymond Benson and adapted from the screenplay by Neal Purvis, Robert Wade, and Bruce Feirstein.

Video-Game

Released in the fall of 2000 for Nintendo 64 and Sony PlayStation, The World Is Not Enough is a first-person shooter developed by Eurocom and Black Ops Entertainment and published by Electronic Arts.

Trivia

• While the film was in production, several noted gossip columnists reported that the producers planned to include cameos by virtually every surviving former Bond girl from Ursula Andress to Michelle Yeoh. Although this rumour turned out to be false, a young woman in the casino scene was played by the daughter of Eunice Gayson who had played the very first Bond girl, Sylvia Trench, in Dr. No and From Russia with Love.
• During filming of the opening boat chase, web cams were set up overlooking the Thames River and Internet users could watch the filming from around the world.
• This was the first official James Bond film not to have the United Artists logo at the start or at the end. All James Bond films starting with this film have the standard Metro-Goldwyn-Mayer logo.
• This film is notable as being one of the few Bond movies in which James himself kills a leading female character. In the scene, Bond points a gun at her and threatens to shoot her if she contacts the enemy on her two-way radio. She replies that he can’t kill her, because «You would miss me,» possibly referring to their romantic involvement. He says nothing, and in the crucial moment, she defies him, alerting the enemy, and he promptly shoots her. Standing over her body, he says, tersely: «I never miss.» An early version of the script has Bond shoot her in cold blood before she actually attempts to contact Renard. A longstanding stereotype regarding James Bond is that 007 routinely kills women he beds; in truth, the death of Elektra is the only occasion in the EON Bond film series in which this undeniably occurs (It is debatable whether Bond actually kills Fiona in Thunderball or if she is a victim of her men’s poor shooting skills; he does, however, directly kill the version of the character that appears in the non-EON film, Never Say Never Again).
• Although the producers have not acknowledged it, M’s kidnapping is perhaps borrowed from the Kingsley Amis James Bond novel, Colonel Sun. One of the film’s settings, Baku in Azerbaijan, is also one of the settings of the 1991 John Gardner Bond novel, The Man from Barbarossa.
• The fictional news report which Bond views from the MI6 Archive was provided by BBC News. This was out of date by the time the film was released (November 1999) as the BBC relaunched their news output in May and Martyn Lewis (the newsreader) left the corporation at the same time.
• The pipeline featured in the film is a thinly disguised fictional version of the real Baku-Tbilisi-Ceyhan pipeline, which runs from the Caspian to the Mediterranean via the Caucasus. Unlike the film’s «King pipeline», however, the BTC pipeline is almost entirely underground. As in the film, it is the only land route by which oil can be transported from the Caucasus to the Mediterranean.
• Elektra’s father is named Robert King. This is also the name of the co-writer of Your Deal, Mr. Bond, a collection of bridge-related short stories that included an unauthorised James Bond story.
• The film ends with a joking reference to the Millennium Bug. More commonly referred to as Y2K, this was based on a well-publicised prediction that the rollover from 1999 to 2000 might cause widespread computer failures. This is one of the few moments in the Bond film series that directly ties it to a specific point in time.
• When Sean Connery received the American Film Institute’s Life Achievement Award, Pierce Brosnan, in his tribute, revealed that Connery visited the set and watched Brosnan film one of the movie’s action sequences. Afterwards, Brosnan joked, Connery asked Brosnan if they were paying him enough money.
• This was the last Bond movie to be released in the 20th century and before the September the Eleventh attacks in New York.

«И це́лого ми́ра ма́ло» (англ. «The World Is Not Enough») — девятнадцатый фильм бондианы (серии фильмов про вымышленного агента 007 британской разведки Джеймса Бонда, героя романов Яна Флеминга).
Роль Бонда в третий раз исполнил Пирс Броснан. Фильм был снят Майклом Эптедом по оригинальному сценарию, но ориентирован на классические ранние картины о Бонде.

Название фильма — «И целого мира мало» — перевод латинской фразы Orbis non sufficit, которая, как становится известно из романа «На секретной службе Её Величества» и его экранизации, является фамильным девизом Бондов.

Сюжет

Террористы похитили Электру Кинг, дочь Роберта Кинга, крупного английского бизнесмена, строившего нефтепровод из Азербайджана через Грузию и Турцию в обход России. Бандиты оценивают жизнь девушки в 5 миллионов долларов.
Её отец обращается за помощью к главе английской спецслужбы МИ-6, своей хорошей подруге M (которую в фильме сыграла Джуди Денч), и она советует отказаться от выкупа, который Кинг уже заплатил за свою дочь.
М отправляет агента 007 Джеймса Бонда на очередное задание — встретиться в Бильбао с банкиром, через которого некто согласился вернуть Роберту Кингу деньги, которые тот уже заплатил за украденный отчёт из российского Министерства обороны о террористах, помышляющих взорвать его нефтепровод. Этот отчёт был украден у агента МИ-6, которого из-за этого убили. Бонд требует от банкира назвать имя того, но тот отказывается. Начав действовать силой, Бонд, приставив пистолет к голове банкира, заставляет назвать имя, и тот соглашается это сделать в обмен на защиту, но его тут же убивают броском ножа в спину. Бонд не успевает догнать убийц, а в это время один из них хочет задержать или убить Бонда, но того расстреливает какой-то снайпер через окно. Бонд бежит от испанской полиции.

Джеймс Бонд доставляет деньги в штаб-квартиру МИ-6 в Лондоне, где их забирает Роберт Кинг. Обсуждая с M, почему же ему дали так спокойно уйти с деньгами, Бонд обнаруживает на руке странную химическую реакцию при контакте с водой. Бонд бежит в хранилище, чтобы предупредить Кинга, но опаздывает. Вещество, которым были пропитаны деньги, вызывает мощнейший взрыв, отчего Кинг погибает на месте, а в стене здания образуется огромная дыра. Выглянув в неё, Бонд видит на реке снайпершу в лодке. Хватая катер Q, Бонд бросается в погоню. В конечном итоге террористка взрывает себя на воздушном шаре, а Бонд, упав с огромной высоты, получает травму — вывих ключицы.

Бонда отстраняют от дела из-за травмы, но благодаря хорошим любовным связям с врачом, ему всё-таки удаётся получить разрешение. Анализируя данные, Бонд замечает, что сумма, которую ему передал банкир, в точности равна сумме выкупа, которую требовали террористы за Электру Кинг. Значит, к этому делу причастен тот самый террорист, Ренард, который и похищал её.
В шотландском отделении МИ-6 специалисты рассказывают, что Ренард был ранен в голову из пистолета. Эта рана смертельная, но Ренард умрёт только через несколько недель, а до этого времени у него будут отключаться нервы и чувства, и он будет всё сильней. Там же, в Шотландии, Q говорит Бонду, что уходит в отставку, и показывает своего преемника, которого Бонд в шутку назвал следующей буквой алфавита — R. Тот даёт Бонду куртку-палатку и модифицированный BMW Z8, которые в будущем окажут помощь Бонду.

Бонд отправляется в Азербайджан, где знакомится и сближается с Электрой. Они вместе катаются на горных лыжах, где на них нападают террористы, но Бонд успешно отбивается от них. Он проводит расследование, в течение которого понимает, что Электра Кинг на самом деле заодно с Ренардом, которого полюбила за время своего пребывания в плену.

Ренард похищает плутониевую бомбу, и Бонд прибегает к помощи учёного-атомщика, доктора Кристмас Джонс. Они понимают планы Электры: взорвать одной половиной бомбы свой нефтепровод, перешедший ей по наследству, а второй — пролив в Стамбуле, чтобы нефть могли перегонять только по её трубопроводу.
В Баку Бонду и Джонс помогает русский мафиози Валентин Жуковский. Он спасает в Стамбуле Джеймсу жизнь, но его самого убивает Электра, которая к тому моменту взяла в плен М.

Бонд освобождает М, убивает Электру Кинг и Ренарда, а сам остаётся жив.
