Seem is a copular verb. It is followed by adjectives, not adverbs. Seem means appear or look like.
Study the following examples.
- I think he likes classical music.
The same idea can be expressed using seem. Two structures are possible.
- It seems that he likes classical music.
- He seems to like classical music.

В этих предложениях две части, одна главная — безличная с (it seems), а другая придаточная. А связывают эти две части такие слова как that, as if, as though и like, переводятся они как “что, будто” или могут вообще никак напрямую не переводиться на русский. Эти слова могут взаимозаменять друг друга. Сочетание it seems like является наиболее неформальным.
Слова that/as if/ as though и like при желании можно опустить. Таким образом, в предложении останется все точно так же, но только не будет этих слов.

I know that in the following phrase I must add the letter s to the verb seem when used with third person singular like this:

Note: English is my third language, but I have a good command of it. Still such peculiarities are perplexing.

In your example, the verb form of «seem» in «make it seem» is the so-called «bare infinitive» which is required when you use the word «make» with the meaning «to cause someone to do something».
You can read about this use of «make» here (and lots of other places too).
One of the examples given there is «His mother made him clean his room.»
Similarly, the phrase «make it seem» would be part of a longer sentence, maybe something like: «The yellowed paper and the mildew stains make it seem like an ancient document, but it’s a forgery.» In that example, «The yellowed paper and the mildew stains» is the subject of the sentence. «Make» agrees with that subject, and «seem» is a bare infinitive as discussed in the reference above.

When using the third person, you would add the s to the word make, not seem.
For example:
You make it seem easy, I make it seem easy. She makes it seem easy, too.

Seem means ‘appear in a particular way’. We can use it as a linking verb (like be) or with a to-infinitive. We do not normally use seem in the continuous form:

Seem as a linking verb is followed by an adjective or, less commonly, a noun:
It seems strange that no one noticed that the window was broken. (+ adjective)
Glenda seems happier these days.
Buying a new car seems a complete waste of money to me. A used one would be just as good. (+ noun)
We can use the impersonal construction it seems or it seemed with a that-clause, or with as if or as though and a clause:
It seems that the village shop will have to close down. They can’t find a buyer for it.
It seems as if he wants everyone to feel sorry for him, but I don’t.
It seemed as though time was standing still. She wanted that moment to last forever.
When seem is followed by a clause, we can refer to the person who experiences the situation using a prepositional phrase with to:
It seemed to everyone that the police were over-reacting, but no one dared to criticise them.
It seems to me as though she needs help.
It seems like and a clause is less formal than it seems that …:
It seems like he’s going to sell his house and move to Canada. (more formal: It seems that he’s going to …)
Seem + to-infinitive
We can use seem with a to-infinitive:
Tony always seems to offend people.
Everybody seemed to be ready, so we set off.
The old man seems to have mistaken us for some people he knew years ago.
We can also use the impersonal construction there seems to be or there seemed to be, followed by a noun:
There seems to be a mistake in these calculations. Can we check them?
There seemed to be no reason why she should not come with us, so we all travelled together.
