Is the word against a verb

«The non-lethal weapon, which has been developed by defence company BAE Systems, is effective against moving targets more than a mile away.»
In the sentence, I think the «against» means to flight back someone, but after I look up its meaning, I found out it is not a verb but a adjective. Maybe the verb before against was taken away, am I right?

    «The non-lethal weapon… is effective against moving targets.»

    Get the idea? The verb of the sentence is ‘is’.

    Hi. In what way is the weapon effective? It is effective against (preposition) moving targets. The prepositional phrase «against moving targets» acts as an adverb that modifies the adjective «effective.»

    When we say an arguement is only based upon the words of two persons. Do we use

    1 «One word against the other» or
    2 «One’s word against the other».

    The second one seems more correct grammatically but i found both are used so much in the Internet.

    Any help pls!
