The word «habitually» seems to be a common element of the definitions given by these sources.

Although it «is a word» in the sense of being in the dictionary, to my ears, cleanly as an adjective sounds fairly odd. I’m not sure I would go so far as to call it «archaic», as the Oxford Living Dictionaries entry quoted by Michael Harvey’s answer says, but I agree with that answer’s recommendation to use the word with care. I can’t think of a situation where it would come naturally to me.

Но есть грамматические правила, которые ни за один, ни за два , да и за сто раз не усвоишь. Я называю эти правила — “ежедневными”. Невозможно обзавестись солидным словарным запасом, не разбираясь в словообразовании, то есть в правилах образования слов. Хотя таких прилагательных и немного, но в некоторых случаях они могут внести путаницу и как следствие неправильный перевод.

Тесная связь между прилагательными и наречиями проявляется еще и в том, что некоторые из них совпадают по форме, причем есть два варианта:

а) без суффикса: early, fast, long, straight, near, far, half, easy, late;

и) с суффиксом : daily, weekly, monthly, yearly;

Совпадают по форме также прилагательные clean, clear, close, dead, direct, fair, firm, high, large, loud, mighty, pretty, quick, right, sharp, slow, soft, sound, sure, light, wide и соответствующие наречия. От этих корней образуются наречия с суффиксами . Получается , что есть два наречия, да еще в придачу и прилагательное такой же формы. Употребление наречий с суффиксом “LY” и наречий того же корня без суффикса не подчиняется определенным правилам и обуславливается традицией. Такое явление в английском языке называется УЗУС.

1. CLEAN и CLEANLY; Само слово “clean” несет в себе смысл чистоты, незапятнанности. Чистый — значит не грязный в прямом и переносном смысле. Но есть и переносный смысл — ловкий, искусный, меткий, точный — если это прилагательное, если это глагол, то “to clean” — чистить , очищать, но есть и переносный смысл — обчистить ( обворовать); наречие показывает полноту действия и “чистоту”. то есть точность выполнения.

Наречие CLEAN = совершенно, полностью, совсем; начисто, прямо, как раз;

Это наречие стоит в паре с глаголом — “to forget” = забывать;

Sorry I didn’t call you up. I clean forgot. = Извините , что я вам не позвонил. Я совсем забыл.

He clean forgot to ask her about it. = Он совершенно забыл спросить ее об этом.

Наречие CLEAN стоит в паре с предлогами OVER, THROUGH или наречиями AWAY, OUT.

The ball sailed clean over the roof. = Мяч пролетел над крышей, не задев ее.

The prisoner got clean away. = Заключенному удалось убежать. ( бесследно скрыться)

The bullet went clean through his arm. = Пуля прошла (пролетела) прямо через его руку.

I’m clean out of food and the shops are closed. = У меня нет никакой еды( полностью остался без еды) а магазины закрыты.

Наречие CLEAN входит в состав сложных прилагательных:

clean –shaven = чисто выбритый;

clean –cut = четко (резко) очерченный; четкий;

clean- fingered = неподкупный,

clean-handed = честный, невинный;

Наречие CLEANLY = точно , без суеты и шумихи; Часто используется с глаголом to cut.

The surgeon cut cleanly through abdominal wall. = Хирург сделал точный разрез брюшной стенки.

Еще одно значение CLEANLY = целомудренно, чисто — встречается редко.

Не путайте наречие CLEANLY с прилагательным CLEANLY.

Прилагательное CLEANLY = чистоплотный.

2. CLEAR и CLEARLY; Само слово “clear” имеет смысл — ясный, светлый, чистый; в прямом и переносном смысле. Если это глагол , то -“to clear” — проясняться, очищать(ся), рассеивать(ся); в прямом и переносном смысле.

Наречие CLEAR имеет несколько значений.

а) полностью, совсем , совершенно. И в этом значении оно совпадает с наречием “clean”.

The bullet went clear ( clean) through the door. = Пуля пробила дверь насквозь.

б) не соприкасаясь, держаться подальше; clear across = прямо через;

Stand clear of the door. Стой подальше от двери; не прикасайся к двери.

He threw her clear across the room. = Он бросил ее прямо через комнату.

Запомните сочетание: LOUD AND CLEAR = громко и отчетливо.

Наречие CLEARLY = имеет тот же смысл, что и прилагательное CLEAR = ясно, отчетливо, явно, ясно; может определять глаголы и прилагательные;

I can’t see clearly without my glasses. = Я не вижу отчетливо без очков.

We clearly to think again. = Мы очевидно должны подумать еще раз.

He is clearly wrong. ( clearly in the wrong) = Он явно ошибается.

Can you see clearly from here? = Вам хорошо видно отсюда?

You must clearly understand that you were wrong. = Вы должны ясно понять, что вы были неправы.

Наречия степени и меры стоят с наречием CLEARLY. Например:

She speaks VERY clearly. Она говорит очень отчетливо.

I explained to you this rule QUITE clearly. Я вполне ясно объяснила вам это правило.

The adjective ‘clean’ applies to

them

: let’s get them when/while they are clean. The adverb ‘cleanly’ would apply to the manner of getting: let’s get them in a clean way. Both are possible.

‘Cleanly’ is the ordinary adverb meaning «in a clean way», but ‘clean’ is used in an adverbial way (whether it’s actually an adverb is debatable) in a number of idioms:

come clean = admit the truth
cut something clean through, shoot someone clean through the head = right (completely) through
cut/break something off clean = with a smooth or easy break

In your original quote, ‘clean’ is used as something like «with no problems», as Anne58 suggests; this is similar to its uses as «not using drugs» — not having something inconvenient (other than dirt).
